How to Publish an Event

Website Content Management
1. The website vilnius-events.lt (hereinafter, the “Website”) is administered by Public Institution Go Vilnius (VšĮ Go Vilnius) and is intended to present public cultural, tourism, leisure, sports, conference, business and other events taking place in Vilnius or directly related to Vilnius, as well as experiences relevant to residents and visitors of the city.
Event information is published on the Website free of charge.
2. Event information published on the Website is selected by a Website administrator appointed by Go Vilnius (hereinafter, the “Administrator”) in accordance with these Rules, the purpose of the Website, and the principles of objectivity, equal treatment, transparency and proportionality.
The submission of event information does not create an obligation for Go Vilnius to publish such information and does not imply that Go Vilnius endorses the event, its organiser or assumes responsibility for the organisation of the event.
3. The Administrator has the right to request clarification or supplementation of submitted information, correct linguistic and technical errors, shorten descriptions or adapt them to the Website format without altering their substance, assign an event category, adapt visual materials to the Website’s technical requirements, and determine the period during which information will be published.
4. If an event is refused publication, the Administrator shall inform the organiser via the email address provided by the organiser, indicating the principal reason for the refusal.
Responsible Person
5. A person appointed by Go Vilnius shall be responsible for the content published on the Website.
Main Event Selection Criteria
6. Selection criteria shall be assessed as a whole. An event is not required to satisfy all criteria, and compliance with one or more criteria does not in itself guarantee publication.
7. The main event selection criteria are as follows:
7.1. The event is significant or relevant to the cultural, tourism, leisure, sports, conference, business or social life of the city and/or contributes to the promotion of Vilnius.
7.2. The event contributes to the development of city event traditions or is organised on a recurring basis at a city-wide level.
7.3. The event is financed, sponsored or otherwise supported by the Vilnius City Municipality, Go Vilnius or municipal institutions.
7.4. The event is open to the public and relevant to a broad audience or to a clearly defined audience that is nevertheless open to public participation.
7.5. The event is relevant to visitors and tourists travelling to Vilnius from Lithuania or abroad.
7.6. Priority is given to events for which information is provided in Lithuanian and/or English.
7.7. The event takes place in Vilnius or, if held outside Vilnius, is directly related to Vilnius by virtue of its content, audience or tourism route and is relevant to the Website’s audience.
Events Not Published or Published Subject to Additional Conditions
8. The following events are not published or are published only subject to additional conditions:
8.1. Events for which information required for publication has not been provided, including the event title, date or frequency, location, description, organiser contact information, suitable-quality visual materials and, where applicable, ticket prices or registration conditions.
An event shall not be published if the organiser fails to supplement or correct the information within the deadline specified by the Administrator.
8.2. Events whose organisation or submitted promotional information violates applicable laws, including events or information that are pornographic in nature, incite hatred, discrimination or violence, undermine human dignity, infringe the rights of individuals, or violate legal requirements concerning the protection of minors from harmful public information.
8.3. Events intended exclusively for individually invited participants or for any other closed group.
An event shall not be regarded as closed solely because participation requires public registration or the purchase of a ticket.
8.4. Regularly or continuously provided educational and training services, including language courses, other courses, clubs, ongoing lessons, long-term training programmes, individual training sessions and admission or selection processes for such programmes, where the primary purpose is continuous formal or non-formal education rather than the organisation of a public one-off event or an event of clearly defined duration.
8.4.1. This restriction does not apply to one-off or clearly time-limited conferences, forums, congresses, symposiums, seminars, public lectures, discussions, creative workshops or other events with an independent programme, even if they contain educational or professional development content.
8.4.2. This restriction also does not apply to regularly organised guided tours, sightseeing walks, tourist routes, orientation games and other experiences intended for city visitors.
Information about such activities may be published in a single general listing indicating their frequency.
8.5. Events whose primary purpose is the direct promotion or sale of a specific product or service, or customer acquisition, and which lack independent cultural, tourism, professional, educational or civic content.
This restriction does not apply to exhibitions, fairs, conferences and other events where commercial presentations constitute only a supplementary part of the overall programme.
8.6. Events of a political campaign, election campaigning or political advertising nature, as well as events whose primary purpose is to promote a political organisation, candidate or other political campaign participant, or to encourage voting in their favour.
This restriction does not apply to impartial public discussions, debates, academic events or civic education events, provided that they are not organised as campaigning on behalf of a specific political entity.
8.7. Events for which the submitted promotional information is pornographic in nature, or whose title, description or visual materials contain sexually explicit content unsuitable for publication on a website intended for a general audience.
8.7.1. Lawfully organised cultural, artistic, exhibition or festival events intended exclusively for adults and containing elements of erotic content may be published at the Administrator’s discretion, provided that a clear age restriction is indicated.
8.7.2. The title, description and visual materials published on the Website for such events must be non-explicit, comply with legal requirements concerning the protection of minors and satisfy the general selection criteria of the Website.
8.8. Events related to the promotion of sexual services, sexual exploitation or any other unlawful activity shall not be published.
8.9. Events whose primary purpose is the promotion, presentation, sale, encouragement of use or popularisation of tobacco products, nicotine products, narcotic drugs, psychotropic substances or other psychoactive substances.
Events whose primary purpose is the promotion of alcoholic beverages or the encouragement of alcohol consumption shall likewise not be published.
This restriction does not apply to lawfully organised gastronomic, cultural or educational events where information relating to alcoholic beverages constitutes only an ancillary part of the event content and its publication complies with applicable legal requirements.
8.10. Events for which information is provided exclusively in languages other than Lithuanian or English and which, by their nature, are not relevant to an international or local audience within the scope of the Website’s purpose.
8.11. Other events that clearly do not correspond to the purpose of the Website or the selection criteria established in these Rules.
In such cases, the organiser shall be informed which criterion the event does not satisfy.
Submission, Editing of Information and Liability
9. The event organiser is responsible for the accuracy, correctness, legality and updating of all event information provided on the Website, including data, descriptions, prices, photographs and other visual materials.
10. The organiser must promptly inform the Administrator of any change to the event date, venue, programme, pricing, cancellation of the event or any other material circumstance.
11. By submitting texts, photographs, logos or other materials, the organiser confirms that it has the right to use such materials and grants Go Vilnius a non-exclusive, royalty-free licence to reproduce, edit, shorten, translate, adapt such materials to technical requirements and publish them on the Website and through communication channels operated by Go Vilnius for the purpose of promoting the event.
12. The Administrator has the right at any time to clarify, temporarily suspend or remove published information if it becomes apparent that the information is inaccurate, outdated, misleading, violates applicable laws, infringes the rights of third parties or breaches these Rules.
In urgent cases, information may be removed without prior notice to the organiser, provided that the organiser is informed of the reason for removal thereafter.
13. Go Vilnius and the Administrator shall not be responsible for the accuracy of information provided by organisers or other third parties, the quality or safety of an event, event cancellation, programme changes, or any other actions or circumstances related to the organisation of an event.
14. The organiser shall compensate Go Vilnius for direct losses incurred as a result of the organiser’s fault in providing false, misleading or unlawful information, or information that infringes the rights of third parties.
